Educational Programs

The Council provides services using trained volunteer tutors who teach our students on an individual basis or in small group settings at convenient community sites. Our services are divided among four main programs:

  • Basic Literacy
  • English as a Second Language (ESL)
  • American Citizenship and Civics
  • Family Literacy
Basic Literacy
The Basic Literacy program serves adults who are seeking to improve reading, writing, spelling, and math skills. Adults in this program may have a goal of obtaining the General Educational Development (GED) test, or may wish to improve their reading, math and life skills. These needs are are addressed on an individual as-needed basis.

English as a Second Language (ESL)
The English as a Second Language program helps non-native English speakers in Central Pennsylvania who wish to improve their basic conversational skills. Specific areas of need such as pronunciation, grammar, sentence composition, and cultural adjustments vary among learners. American Citizenship and ESL/Civics
The ESL/Civics program offers civics and citizenship classes as well as one-on-one instruction to people interested in learning the language through the study of American culture, history, literature, government, and politics. Reading, writing, conversation and listening skills are sharpened in culturally diverse classes. Instruction is available to temporary and permanent residents as well as to U.S. citizens. Family Literacy
The Family Literacy program helps adults improve basic literacy and job skills, while teaching new parenting techniques and giving young children an early introduction to education. The four components of our program include Adult Education, Parenting Education, Early Childhood Education, and Parent and Child Together (PACT). Additional services also include summer reading sessions for children and a Civics program helping individuals prepare for the U.S. citizenship exam.
